Page Editor Issues

I have multiple self-hosted blogs but this problem is only happening with one of them. I have read the few posts that referenced this issue with no success. Here’s the issue.
Whenever I try to edit or create a new page none of the Advanced Options fields function. When I click on one the status bar references the page and says it is completing task 10 out of 12. I cannot influence page order, parent or any other advanced field.
Since this is occurring only on one of my sites I reason it is a corrupt file so can I simply replace the /new-page.php file? If I do would it corrupt any current pages?
