Page Navigation within a Single Page

I have a Page post that is about 12 pages long and I am trying to break it into separate pages and put navigation on the page (e.g. Next Page, or Page N of 12). There is a Next Page tag in TinyMCE and it breaks the post into sections but there is no navigation to move from one section to the next so only the first section is showing. I have checked wp_links_pages in includes/post-template.php and it appears to have all of the variables in the array. Not sure what gives. Thoughts? Is it a template issue?
