Page Order Not Working on One Page

I have been ordering my pages using the Order field under Page Attributes in the Edit Page routine. Has been working until I added my latest page that refuses to be ordered and will only appear at the end of the navigation. I tried changing all of the page order numbers for all of the pages, but still experiencing the problem.
