Page/Post Formatting Menu Bar Missing

I’ve created a user with a new role created through URE and a second user assigned to default Editor role with a few additional permissions through URE. Neither of these roles can view the same options on the visual page/post formatting toolbar that I have access to as the admin. This is problematic as they need to be able to format their posts. I can’t seem to find the setting/permission I need to assign to give them access to this. Help!
