It looks like you have removed that section that you lost on the homepage. To understand the issue I need to know are you using any page builder like Elementor?

I am not using any site builder, I just use Classic editor and Block editor. The site is: https://wrapiowa.org/

The page I am having trouble with is the home page. All other pages are OK for example this one: https://wrapiowa.org/about/history/

I think I have discovered what caused my problem. I have a local copy of the site on my PC and looking at the source code for the version that works correctly I see “– START Slider 1 REVOLUTION SLIDER 6.2.22 -“. Somewhere along the line that plugin got removed. Now need to find a no-cost way to replace it. We are a low budget volunteer operation so don’t want to spend the dollars that Slider Revolution wants for the current versions.

Thanks for describing the issue. Congratulations for fixing the issue.

Not fixed yet, working on it. I am by no means an expert on this, This is a static title, looks like the first slider plugin I tried doesn’t have a static option.

I got it fixed, not quite perfect but close enough.
