Paged Comments Problem

Upgraded to 2.7 with very little issues, however, I cannot get paged comments to work. I was using a plugin for this before, but now after upgrading, I just cannot get the native support to function.

I have looked through all the documentation, but cannot find any troubleshooting steps to follow aside from what I have done already (disabling all plugins and verifying I am having this issue even with the default and classic themes). Documentation states that this feature should work with all themes, so I am assuming I am not having an issue within my templates, especially since this is not working on the themes that came with 2.7.

Any help would be appreciated as I have some articles with 1000’s of comments and a current one over 700. Would love to get this working as soon as possible, so if someone could give me some directions on where i should be looking, it would be much appreciated.
