Paginated Comments Issue with Separated Comments & Pings

I recently just implemented built in commenting features that were made available in WordPress 2.7 to my current 2.8 install.
I have enabled second level threaded comments.
A new “comment page” is created for every 25 comments.
The Comments are separated from TrackBacks & PingBacks.Here’s the problem:
Let’s say there are only 20 comments, but about a total of 70 Comments+Pings. WordPress creates the navigation for 3 pages worth of comments, despite being able to display all 20 in one page. As a result some pages are entirely blank (no comments or trackbacks) and the other’s are confusingly organized.Example:

If anyone knows how to make the paginated comments to be only affected by the number of true comments and not TrackBacks/PingBacks, please offer some advice. It would be nice if the TrackBacks/PingBacks stayed static on whichever comment-page you are on.
