Panacea Theme Footer – I need help.

Hi all! I’m working on a small site for my company and wanted to know if there is any way to put links in the footer of the Panacea wordpress theme. Specifically what I would be doing is putting in links for terms of service, privacy policy – that sort of thing. Also, is there a way to open any link on the site in a new window (not tab) or maybe all links on the site. My boss just wants it done this way.
