Paragraphs are all running together

When using the visual editor, If I make separate paragraphs using the return key, the paragraphs all run together with no break at all. I can edit the html and add <p> tags and it works, but it I then edit the section with the visual editor, all the <p> tags are stripped out. This is a serious problem as the website owner wants to edit this section regularly and does not want to learn html.

I have tested for plugin and theme conflicts and it happens even on a basic theme and no other plugins.

I saw another support request from a year ago that mentioned this, but there was no answer.

I need this fixed or I have to find another solution.
