WordPress requires a minimum of 5.6.something and really should be running on PHP 7.3 or 7.4. You need to fix your WAMP stack to use a newer version of PHP.

The syntax error indicates you may have a broken version of that file, so I’d download a new copy of WP and replace the files on your PC.

Are you using the latest version of XAMPP?

Sorry, I don’t use it and can’t really point you to much.

When I do need a quick’n’dirty local environment, I use “local” from https://localwp.com

I’ll ask the folks in the back room if they can jump in. I don’t use Windows, xampp, or easyphp. You might give local a try (link above) in the meantime.

I’m not familiar with EasyPHP but WAMP should have everything you need to run a staging site on Windows. Since you’ve mentioned that you have WAMP installed the below is instructions based on that. Additionally, this blog has helpful instructions with screenshots that are still relevent.

    1) Start up WAMP and wait for the WAMP icon to turn green in your Windows Taskbar.

    2) Once the WAMP icon is green, you may click it to bring up options.

    3) In the options list, navigate to PHP > Versions > 7.x

    4) WAMP will need to restart and once it’s green you should be good to go.

If the above instructions are unclear I highly suggest checking out the previously linked blog as the screenshots may help clear things up. Hopefully this helps!
