Due to this error I am unable to install any plugin and also unable to create another blog in same network.

try deactivating ALL plugins temporarily to see if this resolves the problem. If this works, re-activate them individually (one-by-one) to find the problematic plugin(s).

If you can’t get into your admin dashboard, try deactivating via FTP or SFTP or whatever file management application your host provides.

This idea did not work.
Please guide me the proper way to solve that problem.

Yes, we have discussed this problem with host provider. He said this problem is arrising from wordprss.
