parsing tags/shortcode in href

hi,
I have 2 links:
[:en]Site notice
[:de]Impressum
[:en]Contact[:de]Kontakt
,and i am using language code for both to translate the text in href links,but when i upadate the code second link is also going to /impressum/,both behaves as same link,i think its not parsing html tag,kindly provide me solution so that both goes to different links,and behaves as different links.
