as you can see, this plugin does not have a permanent Translation Editor, but here are many people provided translations and continously submitting them.
To prevent abuse, system does not simply allow any unvalidated string to go into language pack, strings should be validated by PTE, or the people with broader permissions (listed on sidebar https://translate.www.ads-software.com/locale/ru/default/wp-plugins/memphis-documents-library ).
Because plugin catalog is huge, there is not always possible to know about pending queues for everything. Better notifications are needed. This topic worked as notification for me. I ve checked and approved pending strings, solved issues with fuzzed, translated the remaining.

Plugin translation update should be available within a hour. GL.

The question is not how to translate the plugin, but that it seems to be translated, but it does not work correctly in Russian, but everything in English is normal.

“Text not found” phrase wasnt translated at the moment you started this topic.
If it still appears, it shouldnt be translation or language pack issue, if you have updated it (Dashboard > Updates> Update translations | Консоль > Обновления > Обновить переводы)

here is a internationalization problem with this string

in includes/mdocs-localization.php:
if($key == false) echo _('Text not found.');

should be changed to include textdomain

if($key == false) echo _('Text not found.', 'memphis-documents-library');
