password keeps resetting itself

I have created several websites now and am encountering this problem for the first time.

It seems that my password keeps getting changed without me doing it. The login screen does not accept my password (which I am confident is correct) or recognize my email address to send it to me. Several times I used phpMyAdmin to reset it (and being careful to use MD5). It worked to reset the password but then the password would get changed again. After several times, using phpMyAdmin no longer works to change the password and the users table contains a long encrypted password. (entering the long encrypted password I see in the users table also does not work). So, then I learned to use the Emergency Password Reset Script and it has been great to solve my problem and get going again. However, it’s very annoying because I keep having to do it over and over again as the password keeps getting changed.

I am working on a localhost installation.

Any advice would be very much appreciated.
