Payment and shipping methods by user role

For shipping you should be able to create a new shipping method for these user roles that is free and only allow it to user roles with “Shipping Methods by Users” module. For item prices unfortunately there’s no option that would support this by default but you could try using “Price based on User Role” to set all prices to 0.00 and then also create a new payment method that doesn’t actually require any payment online and would be limited to prices of 0.00 with a help of “Gateways Min/Max Amounts” module (set the max amount to something small like 0.000001).
