Payment Pending

Why do we have to ‘complete’ course ‘payments’ manually (PayPal).
This makes sense for cash or checks but I don’t understand why for PayPal and I’m assuming credit cards also. When a course payment is processed the purchaser should have immediate access to the course.
Am I missing something in plugin settings?
