payment pending in sandbox mode

Hi
I checked the documentation and set the PayPal IPN URL and still the payment is pending in sandbox mode. I also visited the system status and found:
cURLVersion: 7.45.0, OpenSSL/1.0.1e
Is this compatible?
The documentation says:

What do you need to do? Ensure that your host supports HTTPS connections through CURL/fsockopen using TLS 1.2 or newer certificates. Your system status page in WooCommerce will tell you if there are any problems connecting. Contact your host to fix that if needed.

I am a bit confused, for the system status does not refer to the terms used in the documentation. Is cURLVersion: 7.45.0, OpenSSL/1.0.1e up to date or to old?
