PayPal button location is off

The PayPal smart buttons replace the “Place order” button and are displayed in the same location by default: https://woocommerce.com/document/woocommerce-paypal-payments/#paypal-on-checkout-page
So this is the expected behavior. But the button placement can be modified with render hooks: https://github.com/woocommerce/woocommerce-paypal-payments/wiki/Actions-and-Filters#change-button-placement-via-render-hooks

It is currently not possible to display the smart buttons on the Checkout page within the gateway description. A feature to select this location instead of the “Place order” button position may be added in a future update.
