PayPal charging tax & shipping for retreat

I am charging for a retreat (no shipping or tax required) but when attendees click to pay (via my Paypal account), shipping and tax are being added automatically.

I checked NO TAX in the set up, but it is still charging. When I called PayPal, they said it is because when the WP plugin sends the address with the info, it triggers my shipping/tax setup (I sell lots of product that need to have these added). It cannot be changed in Paypal. How do I set it up in Event Registration so it does not get charged?
