    Hi Dennis,

    As mentioned in the above git issue,
    “Express Checkout billing agreements/reference transactions require specific approval by PayPal. Please contact PayPal to enable this feature before using it on your site.”
    To use this, you need to talk to PP support for accounts and ask them to enable Billing Agreement / Reference Transactions on your account.

    @dennis1001 Yes, if you call general PayPal support and let them know you’re using Woo Subscriptions with Express Checkout and would like to enable Billing Agreements they should be able to get you taken care of.

    If they happen to give you any trouble respond here and let us know. I can sometimes get my direct contacts to fix things when general support isn’t being helpful, but we really need to try the general support first.

    I have also this message and it’s quite annoying. I wrote to PayPal twice explaining the situation and never got an answer. I called them and they just refused to activate Referene Transaction, saying that I needed to have at least 100000€ to have this.

    Can you look into this ?
