On your PayPal gateway settings, do you have Live mode or sandbox mode enabled? And do your credentials match that (ex. live mode should have live API credentials).

I am testing for Sandbox and Yes credentials are matching, I have double checked it. Probably it would be due to CUrrency. As paypal is not supporting AED .
