PayPal not working for all credit cards

I’ve got PayPal Checkout working for a couple of weeks and I have many orders. But recently a person start complaining that Visa and Amex cards are not working. Tested this and yes, it is not working. Why do some cards work and others don’t? I thought the whole payment was handled by Paypal?

Is there a parameter I am missing? Mastercard for example works perfectly, tested many times. Can’t understand what goes wrong here.
