    Such issue oсcurs on some not good servers. Do you have SSL certificate?
    Can you send link to the invoice on your site.

    You need SSL certificate in order to update IPN on your site. We are planning to ad option for sites without SSL in future releases, but at the moment we do not have it.

    Live and Test PayPal payments work without SSL certificate. The thing with callback to update your invoice as paid. Recently PayPal make SSL certificate required in order to receive callback. But not sure if that relates to all servers.

    The same with my site, but I have ssl-certificate. In paypal IPN history i see, that IPN was sended:

    I have answered you directly. You need to check additional options of your PayPal account and also we need to check your IPN History.
