Paypal partial payments issue

I am having issues with Paypal payments.

There is a checkbox to say you want to allow partial payments for customers. I have checked this and put it into effect on some sample orders and regular ones. It will bring up the amount in the final invoice to the user but when they go to pay for the total it just shows up with the full amount instead of that partial payment.

Im trying to allow for an initial payment of 30% or so and once the down payment is set we begin work. Then when done have them pay the rest off after the work is complete.

Is there something I am missing here to get the partial payment to show up or is this a paypal question?
