Paypal Standard Shipping Issues

Our site is https://saferlockrx.com. We’re using the paypal standard gateway. We have shipping configured as a flat rate in Jigoshop. The issue we are facing is that when a user places an order, the shipping is passed as a cart item “Shipping Cost” to paypal rather than as actual “Shipping & Handling”. The paypal packing slip then displays shipping as a cart item, and the order Shipping & Handling as $0. If we turn the shipping calculator on in Paypal (with the option use shipping from the transaction on), we then get charged for shipping twice, once as a cart item, and once as “Shipping & Handling”
ie:

1 Shipping cost $4.99
