Paypal Upcoming changes Two Issues, server or wordpress plugin

An email had arrived for a client

It failed on the two following issues
-SSL Certificate – System Upgrade for SHA-256 compatibility
-TLS 1.2 and HTTP/1.1 Upgrade

Now whilst i have a limited understanding of servers when i checked the server with a server test site it did appear to have both of those item.

So i am trying to work out where the issue lies

1) the site doesn’t have an SSL certificate, it hands everything off to paypal, but the server does support The SSL protocols
2) I believe part of the issue may be how the auto-negotiation of protocols works, I saw a post on here about it, but for the life of me can’t find it now. something about needing to negotiate the more secure first rather than the first compatible protocol?
3) Is there a way to re-run paypals test to check the results once changes have been made
