So far we have only got this issue reported by you (we currently have 165k download of version 2.4.0), so we would expect that there is a situation present on your site that is causing this problem. We did see a similar looking issue with the rc1 release of version 2.4.0, but we resolved this, so please be sure that you have the official release installed. I have verified that this fix was included.
It sounds like this issue occurred after the update to 2.4.0, but that reverting to older versions did not resolve the issue. I would think there might be a caching issue on your site, so please see if you can clear this.
If that does not help, you may want to perform a full conflict test to rule out eventual issues with the theme or a different plugin. We recommend temporarily activating the default theme Storefront and disabling all other plugins except for?WooCommerce and?PayPal Payments to see if the behavior persists. If nothing shows any indicator of the possible cause, we would like to take a look at your system report, logs and possibly order notes to see if we can identify the cause.
