PDF format 1.3 to 1.4

Currently the library we use by default, DOMPDF, supports only 1.3, although you could use the other supported library mPDF that supports PDF/A, you can download it here: https://github.com/wpovernight/woocommerce-pdf-ips-mpdf/releases/download/v2.2.0/woocommerce-pdf-ips-mpdf.zip

It seems that DOMPDF versions 0.8.6 and later the PDF output is version 1.7, prior to that was indeed 1.3. Our plugin uses the DOMPDF version 1.0.2, so it should be PDF 1.7 too.
