PDF not available

I loaded up a pdf to WP library, which appeared in my ISSU account
I found the PDF in the plugin drop down menu
I created the embed code and copied and pasted into a blank post
I clicked on update and view
I received a message saying that the pdf could not be found??
What am I doing wrong
