PDFs uploaded as media shows Page Not Found

On my WP page I link to the url location of the pdf, and I attached the pdf on the media page to the correct site page. I still get Page Not Found when I click on the link.

I got the url by clicking the PDFs “view” link on the media page. I then clicked thru the link on the next page to get the url. I know it was the correct one because I was on the actual pdf I wanted. Here’s an example of a pdf url that doesn’t work:
