People can see my dashboard.

I just had a person tell me that she was able to log into my blog and see my dashboard. I went in and checked and sure enough she was there set up as a user along with another person who I did not know. I deleted them both then checked out the forums and have went into the settings under general and unchecked the box next to membership that says anyone can subscribe. I am still seeing a log in bar across the top of my site when not signed in and have no way of knowing if I have this set up right or not. I would like that bar removed but do not see a plugin or anything that would be causing that to be there. I do not want anyone except for me to be able to access or see my dashboard. Can you tell me how to fix this? Thanks so much!
