Per item handling fee – Product with no handling shows $0 line item in PayPal

I have the plugin set to ‘per item handling fee’. The handling fee works great; however, when an item that does not have a handling fee assigned to it, it passes the information to PayPal invoices as a line item for $0. Is their way to not pass the information to PayPal as a line item, if the fee is $0?
