Permalink edit/slug name missing

I am having the same issue as what was marked “resolved” here.

The “fix” of publishing the post does not work for me. My post is published and public however the URL slug field is not in the sidebar under “permalink” and the shortcut button above the title shows “change permalinks” which takes you to the settings to change my sites permalink structure.

If you “quick edit” from the main list of posts, you can see the slug input field and change the slug just fine from there.

How do I fix this issue so the slug can be changed within gutenberg?
