Permalink incorrect?

Hi. I just tried this out on several different directories FTP’d to my wp-content/uploads directory.
The images are registered nicely except for one thing. The permalink.
e.g. https://mysite.com/wp/imagefile.jpg should be https://mysite.com/wp/wp-content/uploads/imagefile.jpg
The permalink is also the attachment page URL. Of course none of these registered images are actually attached to posts, so organizing them is sort of a hideous process….I was hoping to just access the attachment pages…
What am I missing?
I hope I’m wrong. (that happens quite often!)
