Permalink inside a post?

Hello all:

I’m looking for a plug-in that will let me use a permalink for a specific word/paragraph inside a post.

I don’t know how to explain it .. for example, in forums, someone can give a link and when I click on it.. the link will send me not only to a specific thread but it will land on someone’s comment instead of me having to scroll all the way down on a long thread.

if there’s any plug-in that could do that? Right now, I want to use a link that will send the user to a specific part of an old post I made.
