Permalinks – Do I Need 'em? How Do I Change 'em

I just moved my wordpress website from the development folder to the production folder. Everything seems to work correctly, EXCEPT for two things.
1. If I login to domain without using a page name (i.e. arklatexmoaa.org), I end up at a Welcome page that’s not part of my domain, except that the template is correct. If I log to arklatexmoaa.org/index, it works correctly.
Anyone have any idea why I need to type ‘index’?
2. The instructions I followed for the move says that I need to change the Permalinks. On the Settings, Permalinks page, there are a number of ‘Common Settings’, the first of which, Default, reads “https://arklatexmoaa.org/wordpress/?p=123” . On the ‘Edit Page’, under the page name is “Permalink: https://arklatexmoaa.org/wordpress/index’ . The only thing I can change is index, I cannot get rid of the ‘/wordpress/’ .
I guess I first question is: do I even need Permalinks? My readings seem to indicate that they are necessary only if you have a blog with posts and replys. If I do need them, how the heck do I change them?
