Permalinks for custom category pages?

Using /%postname%/, my site will currently allow navigation to: https://www.mysite/custompage/first

but when trying to go to another custom category page, if will pass as the URL:
https://www.mysite/custompage/first/?cat=7 and simply reload the first page.

Does anyone know of a way to properly use permalinks for custom category pages in WordPress?
