Permanent footer bar

I need some help in placing a sticky / permanent footer bar on my website. I want to place a radio stream player in it so when viewers scroll or go to other pages the footer bar stays and the stream wont be interrupted. I tried many plugins but no luck, I don’t mind if I have to do it in my theme.
