Permanently Display Notification Bar

I love the plug-in. Lends itself very well to customization, 5 stars. I am having difficulty however displaying the notification bar permanently on my landing page. Upon the first visit the bar displays perfectly. However, if I leave my website or close my browser and return later the bar does not display at all. I have ‘keep closed for’ option set at 0 days and have ‘keep closed’ unchecked. I assume this problem partly has to do with browser history, since the only way to get the bar to display again is to reset the browser history. However, the same problem repeats itself. I really need the notification bar to display for all users regardless of whether they have visited my site previously. Any help would be appreciated.
