Permission "Configuration" and idea

Hi all,
there is a permission with the name “configuration”.
What does that means and could you explain every permission with a short text. You could show the text if the courser point on a i-symbol next to the permission.
By example does user create and user delete means to create users with administration privilegs or to create participants of the survey?
