I inherited the installation of WP I’m using, and have never installed it, so I don’t know what the permissions are supposed to be for various folders.

I was trying to upload something the other day and was prohibited from doing so. I changed the permissions of wp-content to 777. Is this correct? Is it supposed to be set to this? Is it a security risk to have this setting?

It is a security issue. The *least* I would do is 775 (that is, read, write and execute for owner and group user groups, and just read and execute for public). Giving write permission to the public group is all sorts of dangerous.

If you find you cannot access a directory through WordPress without permissions set to 777, I would recommend talking to your host. If your host cannot offer a solution which does not require full access permissions to public, then I can only suggest finding a better host.
