permission to upload any audio files

“I don’t have the permission to upload any audio files. I have changed the names of the audiofiles and I have tried codes and different plugins without any luck. I have talk to my theme “host”, Unoeuro (my website host) and asked in the forum. Everyone says it is not their problem or has nothing to do with them. I am so disapointed and in desperate need for help.”
