Permissions Issue

This plugin is essentially checking for admin privileges in order to access the (re)order screen, and doing that effectively blocks out editors and other custom roles that are allowed to manage categories.

It would seem more logical to target the “manage_categories” instead of the “manage_options” capability for add_submenu_page.
