Permissions UI for comments history, but no associated functionality

  • Using WP 3.9, BP 2.0.1

    When editing a doc there are permissions for comments + history, yet when viewing docs I don’t see anywhere to add comments or review history. I’ve checked HTML output and there is no comments or history stuff in the raw HTML coming from server. Are these features part of this plugin or part of an add-on plugin?
