Personalize WordPress Install

What will be the best way to setup a install that will have every plugin, and theme that I need as a base wordpress for a new project?
Im thinking on a github repository with the personalized install, but my issue is that I want to keep core wordpress up to date in the repo. Any suggestions or better ways of doing this?

Your idea will work. You’d have to make a database and edit wp-config.php for each site, of course. Once you clone the repo, you’d then have to login and update whatever needs updating.
Another option is to create a base WP install. When you want a new site, copy the files into a new directory, create a datababse, edit wp-config.php and go.
A 3rd option is to write a script that uses wp-cli to do it all with fresh installs of WP and the plugins.
