I am new to all of this. I can’t figure out how to personalize the header at all. Can anyone please give me insight on how to do this?

When asking a question like this (or, better to say always according to this) – would be a good idea to provide a link; to mention which theme you are talking about; give more details.
If you are new, please, start with the basics:

The problem is when I go into options, I cannot change the tagline. It allows the title to change, but the tagline does not. The template I am using is Blue Horizons. The link is:

Another concern / question is how to personalize the horizontal links at the top of the page?
    Thanks.

The “Tagline here” line is hardcoded into the header.php file in that theme (about line 33). Same with the links.

I assume it is hardcoded in the template file – presumably in the header.php of your theme.
The links in the horizontal navbar should be also edited in the header.php.

Thank you. I will look into it now.
