First: I do not use Jetpack
Second: I don’t use Photon either – apparently photon is a part of jetpack
Someone thinks it’s cute to steal images from other peoples site and host them on some generic site
There are at least a dozen generic sites out there displaying pictures from my site. I haven’t time to run around doing all theses cease and desist things. Here is an example this month from my raw access logs.

Here is the latest ‘Alert’ for my business name which has one of my pictures that was scraped from my website:
    https://fleas.p7.de/images-of-kitchen-mosaic-backsplashes.html

This is the actual picture stolen from my site apparently done using Photon
    https://i2.wp.com/www.rockfordremodeling.biz/wp-content/gallery/mosaic-tile-backsplash-in-kitchen/mosaic-tile-backsplash-3.jpg

Let’s just say I am not at all amused …

    Jetpack Mechanic ??

    Thanks for getting in touch!

Having your images stolen and used on other websites can indeed be frustrating. In this particular case, the site owners chose not to host the images they stole, nor to hotlink them from your site directly. Instead, they go through a free image CDN (they used Jetpack’s Photon on this site, but you could use any other free image CDN, as long as the original images are publicly accessible).

Your best option is to issue DMCA notices to their hosting provider to get the images removed. I realize it takes some time, and as you mentioned, you don’t necessarily have the time to go around and send multiple DMCA notices. Unfortunately, that’s one of the only ways you can truly protect your site’s content.

You could also also block all access to your site to the Photon/1.0 User Agent, but the people copying your site will most likely switch to another image CDN as soon as they realize you’ve blocked Photon.

Sorry not to be of more help.
