PHP file confusion

I have looked around the thematic files and can’t seem to find where the metadata is arranged (i.e. the author name, tags, categories, etc) usually it’s on the index file, but I don’t see it.

Specifically I am looking to change the order of the “entry-utility” to appear before, not after, the entry content itself. usually that’s only possible by rearranging the actual HTML. Hopefully this makes sense.
