Picture size

Where can I resize the output thumb and bypass the main theme’s thumbnail settings?
I tried looking into metronet-profile-picture.php and it seems to be set to 150 yet my theme outputs it’s native author thumb size which is 70×70.

I tried looking for that plugin “Post Thumbnail Editor” and could not find it.
