pictures not loading up

Hi,

I am not able to upload pictures in wordpress. Getting the message;

Unable to create directory /home/charli2/domains/charliejune74.hes78.com/public_html/wp-content/uploads/2012/06. Is its parent directory writable by the server?

Does anyone know why this question is coming up and how to solve this issue?
